Martells Quarry – Permit Successfully Varied

On behalf of Sewells Reservoir Construction Limited, PDE Consulting Limited (PDE) submitted an application to the Environment Agency (EA), to vary an environmental permit for landfilling at Martells Quarry located in Ardleigh, Essex.

Environmental Permit No. EPR_BP3334YQ was issued in October 2018 and authorises the landfilling of selected non degradable non-hazardous wastes and Landfill Directive inert waste, to restore the site.

An application was made by PDE in March 2020 to add a western extension to the landfilling operations which will be used for the deposit of inert waste only. The permit variation has also increased the annual waste throughputs from 100,000 tonnes per annum to 175,000 tonnes per annum, which will allow the Site to be restored in line with the timescales set out in the planning application. The permit was duly made in September 2020 and a draft permit was issued in March 2021. The final varied permit was issued in January 2022.

The importation and permanent deposit of inert waste at the site will allow the sand and gravel quarry to be restored to pre-quarrying contours and re-instated to agricultural use, which is typical of the local landscape character.

Cavenham Quarry – Application Validation

PDE Consulting Limited recently prepared a planning application on behalf of Allen Newport Limited and Frederick Hiam Limited for a western extension to Cavenham Quarry for the extraction, processing, sale and distribution of sand and gravel and subsequent restoration using inert materials.

The application was submitted to Suffolk County Council and validated on 16 December 2021.

The Suffolk Minerals and Waste Local Plan has allocated the extension area for sand and gravel extraction along with the subsequent restoration of the land using inert materials.

Should planning permission be granted, the application will allow for the continued supply of sand and gravel to the local construction market.

Upon completion of the proposed mineral extraction the land will be restored back to an agricultural afteruse with ecological enhancement which will complement the surrounding landscape.

Marstons Pit – Permit Successfully Varied to add an Inert Landfilling Activity

On behalf of Allen Newport Limited (ANL), PDE Consulting Limited (PDE) submitted an application to the Environment Agency (EA), to vary an environmental permit to authorise the landfilling of inert waste at Marstons Pit, Tuddenham, Bury St Edmunds, Suffolk.

The permit was originally issued in February 1993 as a water quality discharge consent only. It was varied in September 2011 to add a Tier 2 bespoke mining waste operation.

In August 2020 PDE submitted an application to vary the permit to add an inert landfill activity to allow for the quarry to be restored with inert wastes. It was also proposed that a recycling permit for the site, that was transferred to ANL in February 2021, was amalgamated into the varied permit. The application was duly made in November 2020. The determination period was extended and the one and only Schedule 5 notice was not issued until May 2021. The draft permit was not issued until five months later, in October 2021, despite no further information being requested by the EA. The determining officer changed following issue of the draft permit which resulted in further delays. The final consolidated permit was issued at the end of January 2022.

The Site will be restored to pre-quarrying contours and re-instated to a mix of conservation grassland/ heathland, reed beds and agricultural use.

Barham and Shrubland Quarries – Permission Granted

On behalf of George Tanner (Shalford), Limited PDE Consulting Limited recently submitted a planning application to Suffolk County Council for two minor extensions to Barham Quarry for the extraction of sand and gravel, the continuation of sand and gravel extraction and subsequent restoration using inert materials. The application also sought to enable the rephasing of mineral extraction and restoration within the existing quarry to integrate the two minor extensions into the working scheme for the quarry.

Alongside this application, four Section 73 applications were submitted for the variation of conditions attached to planning consents at Shrubland Quarry. Shrubland Quarry is intrinsically linked to Barham Quarry and is considered part of the same operational unit. These applications sought to extend the development timescales for the permitted developments at Shrubland Quarry such that they can continue to be used in connection with the proposed extensions to Barham Quarry.

Planning permission was granted by Suffolk County Council on 14 January 2022.

The grant of planning permission is amazing news for George Tanner (Shalford) Limited as it will enable the remaining mineral to be extracted from Barham Quarry in addition to the extraction of mineral from within the two extension areas before the Site is restored back to an agricultural after use. The mineral extracted shall provide continued support to the local construction industry through the provision of both primary aggregate products and concrete which is produced within the existing facilities located at Shrubland Quarry.

Strabag, Hartlepool – Permission Granted

PDE Consulting Limited recently submitted a planning application to Hartlepool Borough Council on behalf of Strabag AG for the demolition of buildings and the erection of a concrete batching plant with ancillary infrastructure at Plot 2, Greenland Road, Hartlepool.

Planning permission was granted on 13 January 2022 subject to conditions. The grant of planning permission is great news for Strabag who intend to redevelop the Site in order to produce pre-cast concrete structures. The proposal will utilise a number of existing buildings at the Site and will make use of the adjacent rail and Port facilities.

The grant of permission is also fantastic news for the local area since the Site has been vacant for a number of years following the departure of the previous occupier, Hereema. The grant of permission will enable the vacant land to be brought back into productive industrial use and shall provide a significant number of new jobs in addition to supporting existing employment and supply chains within the wider port and surrounding locality.

Foxhall Quarry – Permission Granted

PDE Consulting Limited recently submitted a planning application on behalf of Eurovia Roadstone Limited to East Suffolk Council for the erection of a new storage building at Foxhall Quarry, Suffolk.

Planning permission was granted by East Suffolk Council on 14 December 2021.

The grant of planning permission is wonderful news for Eurovia Roadstone Limited as it enables the company the ability to store pre-coated chippings protecting them from adverse weather conditions prior to exportation off site to support the local construction industry.

Brett Aggregates Limited – New Inert Landfill Permit Issued

On behalf of Brett Aggregates Limited, PDE Consulting Limited (PDE) submitted an environmental permit application to the Environment Agency (EA) for a new waste operation to be located at Barham Quarry, Sandy Lane, Suffolk (the ‘Site’).

The application was made for a new bespoke permit for inert landfill. Following extraction of sand and gravel, the Site will be restored via the importation and permanent deposit of inert waste. Annual throughputs for inert wastes are limited to 250,000 tonnes. The approximate void space for inert landfill is 940,000 m³. The proposed restoration will ultimately lead to the Site being reinstated for agricultural use.

To support the application, six perimeter landfill gas and groundwater monitoring boreholes were installed at the Site in February and March 2018, under the supervision of PDE. Monthly baseline monitoring was undertaken by PDE from May 2018 to March 2020.

The permit application was submitted to the EA in June 2020 and duly made in September 2020. The EA raised no questions on the submitted hydrogeological or stability risk assessments. A draft permit was issued in January 2021 and the final permit was received in November 2021. The determination period was extended due to the COVID-19 pandemic.

Imperial Wharf – Screening and Scoping Request Submitted

On behalf of FM Conway Limited PDE Consulting Limited have recently submitted a screening and scoping request to Gravesham Borough Council (GBC) in respect of a proposed planning application for two additional bitumen tanks, a load out gantry, the installation of a bitumen emulsion plant, and alternative car parking on land at Imperial Wharf, Clifton Marine Parade, Gravesend, Kent, DA11 0DY.

If approved, the Proposed Development will increase the wider facility’s resilience through the provision of additional bitumen storage capacity, safeguarding against delays in bitumen shipments and ensuring a consistent supply of bitumen for asphalt production, meeting the region’s needs for road building and maintenance. In addition, the new load out gantry and emulsion plant will complement FM Conway’s existing established operations at Imperial Wharf.

The screening request will determine whether or not the proposed application falls within Environmental Impact Assessment (EIA) regulations. A scoping response from GBC will inform the matters which should be covered as part of an EIA application for the proposed development.

MJ Skip & Plant Hire Limited – Environmental Permit Granted

On behalf of MJ Skip & Plant Hire Limited, PDE submitted an application to the Environment Agency (EA) for an environmental permit to operate an inert and excavation waste transfer station with treatment, at Boddington Road, Byfield, Northamptonshire.

The application for a standard rules permit No. SR2008 No 11, was submitted to the EA in April 2021. It was duly made and subsequently issued in October 2021. It permits MJ Skip & Plant Hire Limited to undertake waste recovery activities on site such as waste storage and treatment including sorting, separation, screening, and crushing, with an annual throughput of up to 75,000 tonnes per annum.

Martells Quarry – Resolution to Grant Permission

PDE Consulting Limited recently prepared a planning application on behalf Sewells Reservoir Construction Limited (SRC) for a western extension to Martells Quarry. The application seeks to enable the extraction, processing, sale and distribution of silica sand and gravel, subsequent restoration using inert materials along with the creation of new access.

Martells Quarry is an allocated site for silica sand and gravel extraction within the adopted Essex County Council (ECC) Minerals Local Plan and the development will enable SRC to continue to supply aggregates to the local construction industry.

The application, which was submitted to ECC, was put before ECC’s Development and Regulation committee on the 24 September 2021. The committee resolved to grant planning permission subject to conditions and a Section 106 Agreement.

Four Section 73 applications were submitted alongside the extension application, to vary a number of conditions attached to extant planning consents, including the variation of timescales to bring the existing permitted developments in line with the western extension, as well as a number of other minor alterations to support the western extension.
