FM Conway Newhaven – Planning Permission Granted

PDE recently submitted a planning application to East Sussex County Council on behalf of FM Conway Limited for an alternate site layout including the external processing of asphalt planings and temporary storage of containers at their Newhaven Asphalt Plant located at Plots 6 & 7 North Quay Road, Newhaven, East Sussex.

The planning application was submitted to reflect minor alterations to the configuration of the Site following the establishment of the asphalt plant in 2020.

The planning application was considered at East Sussex County Council’s Planning Committee on 12 November 2025 following officer recommendation for approval. The committee resolved to grant planning permission in line with the officer’s recommendation and planning permission was issued on the same day.

The grant of planning permission is great news for FM Conway as it enables significant enhancement to the efficiency of operations at the Site allowing the processing of road planings to be relocated from an adjacent plot of land onto the main asphalt plant site. This will significantly reduce the need for transfers back and forth between the main asphalt plant site and the adjacent plot of land where crushing and screening of road planings has been taking place under the terms of a separate planning permission.

The grant of planning permission also allows for a number of wider changes to the layout of the site including revised car and lorry parking arrangements which better suits Conway’s operations at the Site. Once constructed, the new covered storage bay will also offer an improvement to the current stockpiling arrangements on Site allowing road planings to be stored under cover.
